Higgins was born on August 13, 1963, in Des Moines, Iowa, Unites States. His parents are Marian Higgins and Harold Higgins, and they had four sons and a daughter. He has four siblings; three brothers named Alan J. Higgins, David Anthony Higgins, and Michael and a sister named Vianne.

Along with his brothers Alan and David and Dave Gruber Allen he toured in the comedy drama called Don't Quit Your Day Job. They performed at notable places in Iowa including the Spaghetti Works, Hotel Kirkwood and Corky's. After that, they moved to California and started performing in Los Angeles. They soon got their break on the comedy series called The Higgins Boys and Gruber produced by Comedy Central.

Higgins performed at The Vic Theatre in 1989 in Chicago, Illinois for HBO`s television series One Night Stand. There he performed along with his brother Dave, and Gruber. In 1993, Higgins performed at the Girly Magazine Party show with Nick Bakay at Theatre in Hollywood, Los Angeles.Higgins soon started writing for the short-lived MTV programs The Jon Stewart Show and Trashed.

Higgins was the co-head writer of Saturday Night Live from 1995 to 1997. Since 1996, he has served as a producer of the show. He played the inspirational AV teacher in the last episode of Freaks and Geeks in 2000. Higgins has been nominated for several Emmy Awards which includes Outstanding writing for a comedy program, Outstanding variety, music or comedy series and others. He got nominated in these categories in 2008, for his work on Saturday Night Live and as a writer.

Higgins served as announcer on Late Night show with Jimmy Fallon from 2009 to 2014. When NBC selected Jimmy Fallon to succeed Jay Leno Higgins was brought on as an announcer for the show. Since 2013, Higgins gave the voice of Mr. Awesome in the original series by Hulu called The Awesomes. Higgins also has voiced the character "the Edible Blargmonger" in the special animated Elf: Buddy`s Musical Christmas which came in 2014.

In July 2015, haveHiggins was hospitalized for Lyme disease. He returned to the Tonight show after fully recovering on the same night as Fallon's returned from his serious finger injury.
